Wofür zahlt die EU eigentlich in Libyen?

In the last few months thousands of refugees and migrants have been deported by the Libyan administration to the borders, into the desert, or have disappeared in unknown detention facilities. At the same time the EU commission promises new money for the Libyan governments. The EU says its money saves lives, protects the vulnerable and fights smugglers. Its own auditors, its own Ombudsman and a UN fact-finding mission have each found that Brussels cannot show this, or will not. So what exactly is Europe paying for in Libya? Does it know where its money ends up, and does anyone check?
