Migration: After the crisis is before the crisis

The case of the Spanish exclave of Ceuta shows, as was previously the case in Benghazi, Libya, that the EU’s migration cooperation arrangements are unsustainable. Twenty-two EU countries have called for an emergency meeting of interior ministers to be convened in Brussels on Wednesday.
