A commission draft proposal released on Tuesday (5 July) spells out reasons why it is "necessary to provide assistance to the militaries of partner countries", among others to stop people from fleeing to Europe. Some €100 million that were initially slated for development aid will be diverted to finance military-led border control exploits and other initiatives like mine-clearing. The EU has already contracted out some €1 billion from 2001 to 2009 when it came to things like law enforcement and border management. But this is the first time it will pump money directly into a foreign military structure. read more

This refugee crisis is not only a humanitarian crisis but also a real development crisis that is creating economic and social tensions in host countries. The cost of rebuilding war-torn Syria is estimated at USD170 billion over the next 10 years, for the five neighboring countries are estimated USD35 billion and for Libya are estimated at USD200 billion. “Rising to the challenges of conflict and refuges in the MENA Region” is the title of a conference on the 30th of June in Paris organised by IMF and World Bank. read more

The Sudanese government militia; Rapid Support Force (RSF); has arrested on Monday over 300 illegal immigrants heading to Libya across the remote desert of Northern State. Last June, hundreds of RSF elements have been deployed in the Northern State shortly after complaint by the governor of drug and human trafficking by the criminal networks. Earlier this year, the European Union granted a €100m development package to address the root causes of irregular migration in Sudan. The financial support came after pledge by the Sudanese government to cooperate with Brussels to stop human trafficking to Europe. In January 2014, the Sudanese parliament approved an anti-human trafficking law which punishes those involved with human trafficking with up to 20 years imprisonment. read more

They are the military and security companies that provide the equipment to border guards, the surveillance technology to monitor frontiers, and the IT infrastructure to track population movements. Some of the beneficiaries of border security contracts are some of the biggest arms sellers to the Middle-East and North-African region, fuelling the conflicts that are the cause of many of the refugees.
